That's because popd.1.gz is a link to csh.1.gz.  Not only are their 
contents the same, they _are_the_same_file_.

The FreeBSD POP server daemon is called "popper".  It is _not_ part of the base
system, it's in /usr/ports/mail/popper.

The FreeBSD POP client is called "popclient".  It is also not part of the base
system, it's in /usr/ports/mail/popclient.
