No, CVS needs understanding of directories and that files can move. There has been discussion of adding this at cvs-info list, but I don't think anything has come of it so far. In fact, CVS probably need a major change of the database interface, to allow use of different databases for different purposes - I'd be willing to sacrifice disk space for speed, but I'm not certain everybody else would.
