Last time I tried this, ldconfig was an a.out only proposition, so
everything, including X11, and any third part stuff that might end up in
/usr/local/lib or /usr/local/kde/lib would have needed to end up in
/usr/lib.  No that a /usr/lib/elf wouldn't be helpful.
