Installing updates... done. No updates are available to install. Run '/usr/sbin/freebsd-update.fixed fetch' first. [00:00:40] Error: Fail to upgrade system [...] And poudriere jail -l confirms the failed update. So it somehow tries to run a freebsd-update.fixed program, but this seems to fail.
