Actually the behavior is that it suffices to *once* execute the sysctl; after
that, the critical temperature warnings are printed every few seconds.

Are you sure about the "poor cooling"? This is a laptop, and I am regularly
cleaning the cooling ducts & servicing the fan, even partially disassembling
the system. My impression is that this is "by design", and that the processor
simply throttles when reaching about 97 °C - although this is not visible when
looking at dev.cpu.0.freq which stays at a constant 2 GHz. But it never goes
beyond that temperature (and the system has never been unstable because of it).
Also, even if I try to use an external fan to add some cooling from underneath,
the temperature stays in the range of 90 to 97 °C as long as all four cores are
active.
