Even for pretty sophisticated users, this is going to be pretty 
non-intuitive.  You can make justifications about the category, but the 
bottom line is, it's going to be harder to find libWWW under ports/devel 
than the much more obvious ports/www.  This applies WRT either programs 
OR libraries.
