lang/ruby30: suppor build with CPUTYPE=3Dhaswell and newer

CPUTYPE?=3Dsandybridge - and older build fine, haswell and newer - fails.

CFLAGS+=3D-mno-lzcnt doesn't help.

> adding 'amd64' into configure.ac solves=20
