I've had no problems using Windows telnet with UNIX systems or vi.  
Reduce the Windows telnet screen size from 25 lines to 24 and 
explicitly set TERM to vt100 (it's autodetected as ansi:  eval `tset -Q 
-s -m ansi:vt100`) and you'll find that Windows telnet works well 
enough to do meaningful work with it.
