Those who source upgrade their systems, should read src/UPDATING and find the necessary info here. Those who do a binary upgrade, won't benefit from you updating the contents of src/etc/pam.conf, because you don't install it under /etc as of src/etc/Makefile,v 1.270. You should either delete this file (and I'd prefer this), or add pam.conf back to BIN1 in etc/Makefile.
