Well, it was most a case of "fine, we'll do it this way", and then no one came forward to do the coordination required. Nobody said "these are the tier-1 mirrors, this is what tier-2 mirrors must carry, I'll keep the list of tier-1 and 2 mirrors and place it at this url" and then go and do all the work. I guess this would be Peter's job, but no one told him that. Me, I saw the discussion, noticed I wouldn't be a tier-1 mirror, and then waited for someone to come up and inform us which the tier-1 mirrors were. -- Daniel C.
