I don't know much about the vacation program, but maybe you can get away with giving them a pine shell. I do that with my users. I installed pine 4.something through the ports dir and make it the default shell for my users. That way if they ssh into the box they only get to check their mail and that's it. FYI you have to add the path to /etc/shells for you to use it as a shell.
