Thank you for your response.
You're right. For clarification, I was trying to bootstrap from my own
repository , and replying to this bug was to understand why this error
occurred:

pkg: failed to extract pkg-static: Can't unlink already-existing object

I also found a bug in pkg(7) related to pubkey signatures and submitted a patch
for it (D52418).
