Things might be clearer for interpreting your notes
and summary line if the terminology was more explicit:

base-package
vs.
port-package

When installed, both of those kinds of packages produce
an installed-package, making "installed package" an
ambiguous reference when one cares about base vs. port.

I assume that "all the base and installed packages" is
intended as a way of referencing:

'both the installed base packages and the installed port
packages'.
