According to the sys admins around here, /usr/local is for things that are installed for the general use of the folks around here and it may or may not live on the machine that you are logged into. Personally, I don't see what the big deal is with installing ports and packages into /usr/local. Seems sane to me, and a bit PITA to change... Warner
