Just reporting that today I faced this issue again in another machine, after
the upgrade from 12 to 13.0.

Yes, this machine also doesn't have a lot of memory but I never faced this
issue on 12. I think something changed in either PF or how FreeBSD 13.0 deal
with memory allocation.
