Booting in "SafeMode" worked.
I think because of kern.smp.disabled=1.
I've tried  kern.eventtimer.periodic=1 separately but it didn't help.

My hint
 hw.mpr.debug_level=0x42
not worked.

 hw.nvme.per_cpu_io_queues="0"
worked.

It seems for me the problem manifested only when there is a nvme in the system.
