You might want to contact Chet Ramey (maintainer of Bash) on this one.
He and I discussed a similar problem with Bash prompts and SIGWINCH on
gnu.bash.bug and he told me that he found the problem and it's fixed for
Bash 2.04, which is about to go into beta.
