I bet you specified CFLAGS on a command line, and that clobbered
CFLAGS+=-I${.CURDIR}/../../sys from Makefile. Otherwise, I fail
to see why there's no -I... in the above output.
Missing /usr/include/dev/vinum headers, yeah? :-)
