edit /etc/rc.firewall
add (${oif} = your [outside] interface):
${fwcmd} add deny log icmp from any to any via ${oif} icmptype 8
you should have the rule look like (# ipfw -a list):
00900 0 0 deny log logamount 100 icmp from any to any
via xl0 icmptype 8
