No. See /etc/defaults/rc.conf:
rc_conf_files="/etc/rc.conf /etc/rc.conf.local"
and at the very bottom,
for i in ${rc_conf_files}; do
if [ -f $i ]; then
. $i
fi
done
So /etc/rc.conf is read in by /etc/defaults/rc.conf.
