Yes, it should be a distfile. I had to do a similar thing with the
modula-3 port, since the compiler itself is written in Modula-3.
The MASTER_SITE_LOCAL variable is already defined in <bsd.port.mk>
to point to FreeBSD's own site which is used for these sorts of
distfiles. It points to
ftp://ftp.freebsd.org/pub/FreeBSD/distfiles/LOCAL_PORTS/
Tell me if and when you'd like me to put your distfile there.
