I checked it.

SSL/TLS support was included starting from version 0.37.

It is not included in the module developer's CPAN module requirements.

Looking at the code, it appears to be designed to function even if
IO::Socket::SSL is not present.

Based on this, I believe it aligns with the CPAN module author's intent
not to make IO::Socket::SSL mandatory,
but to allow users to choose to install it if needed.
