NO_SHAREDOCS is documented in /etc/defaults/make.conf on 4.X and
/usr/share/examples/etc/make.conf on 5.X.  NOPORTDOCS is documented (or
rather it's positive PORTDOCS is documented) in
/usr/ports/Mk/bsd.port.mk.
