You'll have to read the modem's manual and figure out how to put it 
into a "good" state by default.  You may need to lock your DTR speed.

The current version of ppp has a "set hangup" command for 
``reconditioning'' your modem if it's not able to reset itself on 
hangup.

If Winders wasn't happy with it, it indicates that the AT commands 
are something you'll have to go through one by one :-O
