As per discussion with rwatson: after upgrading the machine to 5.3-BETA2
(Fri Sep  3 00:24:35 PDT 2004 build), loading/unloading if_tap.ko works.
Kernel configurations are 100% identical.

I'll report back on this issue in about 20-25 days (just to see if
uptime has something to do with it).
