Not sure I'm understanding the motivation without seeing an actual example.

USE_PYTHON=3Dpep517 was intentionally designed to not be particularly flexi=
ble
wrt metadata, particularly name and RECORD/plist (unless purely adding via
PLIST{,_FILES}). These are security measures for us given PyPI and other
language package systems' propensity for typosquatting and other metadata
poisoning regardless of corrective measures they have taken.
