I am closing this bug because the specific trigger -- putty using a tilde in
its version string (0.78~pre20220922) -- no longer exists; putty is now at
version 0.83 without tilde versioning. While the underlying pkg behavior
regarding tilde in version numbers may persist, there is no active port
exercising this edge case, and the discussion between mandree@ and bapt@
reached an impasse over 2 years ago with no resolution path.
