What is FreeBSD's stance on Internationalization?  I remember a while
back that someone was working on porting DCE to FreeBSD & Linux but
I think one of the blocking points for FreeBSD was I18N.  I presume
that means there's a Unix95 interface which we're not supporting?
I notice that we do have catopen, catgets, etc.
