I am in baltimore maryland where the time is EST.  However when i use any
local ntp servers they set my time one hour behind what it actually
is.....why is this?

here is how i am using ntpdate:
ntpdate time-b-nist.gov

i have tried other servers as well and get the same outcome.  one hour
behind the correct time.
