I think it is more like this:

make upgrade
disklabel -B -b /boot/boot1 -s /boot/boot2   # install new bootblocks
merge in changes to /etc  (lots of these!)
reboot
make world (or buildworld/installworld)
edit your kernel config (probably just want to start from scratch with new
   GENERIC)
make new kernel and install
reboot
install new X (either as package or via /usr/ports)
reinstall ports
reboot if ports require it...

Hope this helps.  Read the Makefile in /usr/src as well as /usr/src/UPDATING
for additional hints.  HTH.
