News spools don't constitute the expected kinds of file-to-free-blocks
ratios that newfs is set up to expect, and you need a lot more inodes
than usual for a news spool.  You'll need to backup your news and
rebuild the partition from scratch using a lower value for -i.
See man newfs for details (I recommend -i 1024, myself).
