I have never experienced anything like that in any of the countries I have ever traveled to (in no particular order: Sweden, Finland, Denmark, Germany, Netherlands, Belgium, France). Of course, anyone can travel without a passport within Scandinavia; but when I travel to France on my Norwegian passport, the French customs just wave me through without even checking the picture. Funnily, trying to enter France with a French passport is not as trivial; but I stopped using my French passport when I realized that the line for non-EU citizens was shorter than the line for EU citizens.
