My suggestion is to revert the minor increment before much time has 
passed, it's only a few hours.

If it is a bigger deal than I think, it can easily be re-bumped again.

libc_r has it's own set of Makefile.inc's, and when you add one file to 
libc, you need to do the same to libc_r.  And also keep the version 
numbers in sync.
