unified-ipv6 (INRIA+NRL+KAME) effort is under way, and current plan
is to merge this in whenever it is ready.

NetBSD-current recently merged in KAME codebase as they have feature
freeze soon. NetBSD will be updating to unified-ipv6 when it becomes
ready, but this two-step merger comes with some cost (API changes,
bunch of code changes, whatever you may imagine).
