This is not true for all commands, try this (either on 4.5-STABLE or
5.0-CURRENT, any date up to today):

# man atacontrol
[...]
HISTORY
     The atacontrol utility first appeared in FreeBSD 4.6.

(stable) # which atacontrol
/sbin/atacontrol

(stable) # uname -v
FreeBSD 4.5-STABLE #3: Mon Apr 22 14:17:24 CEST 2002 [...]

(current) # which atacontrol
/sbin/atacontrol

(stable) # uname -v
FreeBSD 5.0-CURRENT #32: Tue Apr 23 08:21:16 CEST 2002 [...]


Is 4.6 already out?  Or programmers has a time machine?  :-)
