The reason I'm not using ACPI is that is previously wasn't available
with 4.x and I have no need for it.
APM has been playing nicely with SMP for me since at least 4.7. They
currently running 4.8-RELEASE-p13, so I'd call this a bug introduced
between 4.8 and 4.9. Once I can easily powercycle the machines and
schedule time for one to be down I can do a binary search in cvsup
dates to try and pin it down.
I can only test new kernels when I'm around to go power cycle them
when they hang (until I can put the remote controlled power strip in
that rack to do it remotely), so I can test ACPI but not today.

Yeah, them.
> What motherboard?
I know it's a Supermicro motherboard, Intel serverworks chipset and
ICH3 based, with a dual channel adaptec U160 scsi controller on board
plus one 10/100 ether and one gig ether. Possibly a X5DMS-6GM.
I've got three of them racked in a machine room in 1U cases from
aslab.com, I'll have to pull one and open it up to get the exact
motherboard model.
