The intent there was to let someone 'drop in' those files if they
were able to get their hands on them (ie., sign some doodad with Hi/Fn),
and/or to encourage someone to write a replacement (the algorithm is
documented in RFC 2118).
Until then, they are ignored.
Is this a problem?
