Confirmed fix for rtwm(4) on some USB2 laptops

Confirmed this fixes association of TL-WN823N v2/v3 [Realtek RTL8192EU] TP-=

on Acer 4752 with USB2 support.

Of the three rtwm(4) dongles I have here, only the above dongle failed to
associate on the laptop with USB2 support. It did work without the patch on=
 the
laptop with USB3 support, directly, and through a USB2 hub. The patch allows
the dongle to associate on the USB2 laptop.
