I've rebuilt the kernel from scratch (to get a debugging kernel) and this still fails. Mount WC 4.0 CD#1 on /cdrom. From another FreeBSD 4 machine, ftp to this host as a non-root, non-anonymous user. (I have not tried anon-ftp or root, I suspect no difference).
