Currently the necessary configuration happens behind the scenes, hidden behind the rc* magic. (Not that I'm arguing that this is a bad thing, necessarily.) But sshd does need some configuration before it is runnable. Whether we should hide it or not is debatable, but there is still a step that needs to happen (and effectively, although not uniquely a SPOF) before sshd works. This isn't the case with telnetd.
