It makes things easier to configure for the novice for popular options. Also, the log_in_vain stuff touched multiple variables and I think there was a minor timing issue as well. While I was doing it, I received feedback that a generic way of doing this was desirable, so I implemented the sysctl.conf interface as well to allow people to set anything they wanted in there.
