Log:
MFC: Added the new variable CTAGS which, if set to "ctags",
reverts to creating the tags file using ctags(1). Defaults
to "gtags". Made GTAGSFLAGS and HTAGSFLAGS overrideable,
added CTAGSFLAGS.
