It seems, no. All libclc consumers have no FLAVORS and instead use the
LLVM_PORT variable to depend on libclc, which means all flavors other than
LLVM_DEFAULT aren't consumed by ports.

Could it be that libclc flavors are directly consumed by end users? I just have
no idea how this thing is supposed to be used.
