When I talked about it with Charlie and Kyle, the consensus was that we needed
to do things like fix setuptool and a few other things before we could proceed
to 3.13. 3.12 was just an exprun away, which is what we've done, so we should
be able to land this in the coming days. Even without the other dependencies,
3.13 hasn't had a exprun, nor the fallout addressed, which would push things
out significantly. Everybody knows this is suboptimal, but seems to be the
least bad path forward.
