I don't think you're running into the bridge memory leak that D7780 fixed.
You'll want that patch, but I don't think that's the problem here.

I also don't think that it's a pf problem, because bridge_pfil() doesn't pass
ARP packets to pf, so if the problem were there ARP packets should still pass.

Can you check if there's still free memory when you run into this problem?
Being out of memory might explain it, but I don't see how bringing the
interfaces down and up again would help.
