See man (4) gif. This is new in 4.5 AFAIR - before that they were static.

Each gif interface is created at runtime using interface cloning. This
is most easily done with the ifconfig(8) create command or using the
gifconfig_<interface> variable in rc.conf(5).
example :
[root@arthur] ifconfig | grep gif
[root@arthur] ifconfig gif0 create
[root@arthur] ifconfig | grep gif
gif0: flags=8010<POINTOPOINT,MULTICAST> mtu 1280
