Yes, this i an old problem in i4b's sppp/isp driver which has not been
fixed properly until now - an attempt to fix it can be found in i4b's
contrib directory but which has another drawback.

In short, i4b does not yet ignore LCP-Echo packets for idletime-hangup
calculation and if the other side does not ignore them too, the line stays
up forever.

As far as i understood it, Brian Somers user ppp(8) handles this situation
properly and ppp(8) is able to work with i4b since 0.82 - perhaps you
might want to give it a try.
