buildworld + installworld log

When world is built with WITHOUT_BOOT=3D in SRCCONF, its installation break=
s on
libsa.3.gz with the following messages:
=3D=3D=3D=3D=3D BEGIN "make installworld" output =3D=3D=3D=3D=3D
=3D=3D=3D> stand (install)
=3D=3D=3D> stand/libsa (install)
install  -o root -g wheel -m 444 libsa.3.gz  /tmp/destdir/usr/share/man/man=
3/
*** Error code 71

Stop.
make[5]: stopped in /usr/src/stand/libsa
*** Error code 1

Stop.
make[4]: stopped in /usr/src/stand
*** Error code 1

Stop.
make[3]: stopped in /usr/src
*** Error code 1

This worked perfectly fine on releng/13.1 and releng/12.x
Attaching full buildworld + installworld output (xz-compressed); without "m=
ake
clean" after discovering
https://bugs.freebsd.org/bugzilla/show_bug.cgi?id=3D271594, but it doesn't =
really
matter for installworld.
