Yeah, turns out markj's 66c75fa63aff ("freebsd-update: Fix the pkgbase check")
was not MFC'd; I've done that now.

stable/14 freebsd-update is now the same as main with the exception of
upgrade_check_kmod_ports and the openssl pkeyutl change.
