I am not sure if the FreeBSD cron supports setting environment like
this, although I have until now believed it does.  Just in case and
for curiosity's sake, I would try setting it explicitly within the
command line, i.e.

env  CRYPTOGRAPHY_OPENSSL_NO_LEGACY=1 certbot ...
